Zaporizzhia: SBU notifies of suspicions of destruction of the ZALK aluminium plant for benefit of the RF members of an organized group (video)
The SBU Investigators under the procedural guidance of the Prosecutor's Office notified of suspicion members of the international criminal group suspected of deliberately destroying the Zaporizzhia-based vertically integrated Aluminium production complex (ZALK) in the interests of competitors from Russia.
During the pre-trial investigation, the SBU officers established that since 2006 the only producer of primary aluminium in Ukraine has been deliberately destroyed in the interests of Russia’s metal producers. Originally, ZALK controlling stake was acquired by the structures affiliated with the Russian businessmen. To implement the deal, in 2006-2008 the customers formed a group consisting of the representatives of Russian company RUSAL, former management of the plant, Ukrainian businessmen and foreign citizens.
The criminals, using the ability to influence the decision-making process, following the instructions of the Russian curators, masterminded the destruction of ZALK main production facilities. In 2009, they shut down the ore furnaces and the main electrolytic solution production zones. The dealers were fully aware that an artificial shutdown of the process would damage the equipment, subsequently leading to its complete demolition.
Two years later, the group members transferred a ZALK subsidiary, the Hlukhiv Quarz Open Cast, to RUSAL-affiliated companies.
The SBU investigators documented that in 2015, before the return of the plant to the Ukrainian state, in violation of privatization obligations the businessmen intensified the destruction of the enterprise. They depreservated and destroyed the key assets of ZALK, ensuring destruction of the vertically integrated production cycle of the enterprise. In order to completely destroy the strategic plant, the criminals dismantled and removed from the site valuable equipment, transferring the sellable equipment of the aluminium workshop to companies controlled by Russian business-structures.
According to experts, the criminal acts resulted in state losses of over USD 39,000,000 plus UAH 100,000,000 (USD 4,000,000).
The SBU investigators according to the results of the investigation of criminal proceedings notified nine members of the organized group of suspicion under Articles 113, 191, 255 and 364 of the Criminal Code of Ukraine.
One of the detainees is in custody, a former director of the plant – under the personal obligation, three of the suspects are Russian citizens.
The investigations are under way.
