SBU exposes multi-million embezzlement of funds while purchasing of spare parts by Ukrzaliznytsia

SBU officers, while conducting measures on protection of the critical infrastructure on the state railway, exposed corruption mechanism that threatened the stable and safe railway operations, involving state funds embezzlement by officials of commercial structures and structural units of PJSC Ukrzaliznytsia.

The law enforcers uncovered multi-million abusing of the officials’ office while purchasing the spare parts for freight cars amounting over UAH 400,000,000 (USD 14,285,714).

The SBU operatives documented that the goods purchased by Ukrzaliznytsia structural units failed to meet the established quality requirements and had an unknown origin. In particular, some of the details were reequipped from used spare parts yet were marked as new products in the documents. There was no real economic activity at the place of registration of commercial structures, and no offices, production premises and warehouses.

According to experts' conclusion, the use of spare parts of inadequate quality on the freight cars of PJSC Ukrzaliznytsia (84% of items were beyond their service life) could have led to destabilization of the railway activity and the occurrence of extraordinary events on the critical infrastructure objects of the railway industry. In particular, it may have resulted in emergencies with cargo rolling stock, temporary or complete stop of certain railway routes.

The investigative actions jointly with the Prosecutor General's Office and the National Police of Ukraine are conducted in Ukrzaliznytsia units and branches in the framework of criminal proceeding initiated under Part 3 Article 190 and Part 1 Article 366 of the Criminal Code of Ukraine in Kyiv, Dnipropetrovsk, Kharkiv and Lviv regions. A notice of suspicion to the offenders involved in the illegal activity will be served under the results of the investigative actions.
