SBU exposes official of Kharkiv City Council on work for Russian special services (video)
The SBU CI officers conducted a multi-stage special operation, resulted in the termination of illegal activities of the agent of Russia’s FSB. Volodymyr Nastyuk, representative of the SBU Counter-Intelligence Department mentioned at a briefing.
Special service operatives have established that the deputy director of one of the departments of Kharkiv City Council was recruited in Russia by Russian FSB career officer, colonel Alexander Ushakov. During recruitment in 2016, an official stayed in Russia for “tourism". "I note that the Russia’s FSB officer, Alexander Ushakov, according to documents is" the assistant to the Minister of Education” of Nizhni Novgorod region. This position is used by Russian special service as a cover, in particular for conducting intelligence and subversive activities against Ukraine ", - said Volodymyr Nastyuk.
SBU officials documented that Ushakov's responsibilities on the fake position allegedly included issues of international cooperation in the scientific and educational spheres. Participation in numerous events gave him the opportunity to establish contacts with public figures, representatives of power structures, local authorities and use them to receive diverse intelligence information.
During the pre-trial investigation, the special service operatives found that the official was a rather valuable source of information for Russian special service. "This is evidenced by the facts of conducting by Ushakov of undercover meetings with him in the territory of third countries. In particular, in Prague, Thessalonica, Minsk, as well as repeatedly in the territory of Russia in Belgorod ", - said the representative of the SBU CI.
SBU has established that an official, using his duty status and access to information arrays and materials, collected and transmitted to Russian special service information about:
- youth organizations and movements, as well as their leaders;
- activities and financing of religious groups of various confessions;
- national-patriotic unions of citizens, their projects, leaders, level of influence on the developments;
- Kharkiv City Council officials.
SBU identified that Alexandr Ushakov is an officer of Russia’s FSB Second Service, main task of which is a strict control in the social and political sphere. The Kremlin needs these tasks to be done to influence the media, socio-political formations, religious organizations and other institutions of civil society in Ukraine. ‘For this purpose, the practice of cover posts is widely used for the FSB officers in the field of education, culture, healthcare, inter-ethnic and inter-confessional relations’, Volodymyr Nastyuk underlined.
Russia’s FSB Second Service also plays a key role in ensuring control over the activities of the so-called D/LNR MGB, especially units that carry out force and subversive actions.
The detained official was served a notice of suspicion in committing crime stipulated by Part 1 Article 111 (high treason) of the Criminal Code of Ukraine; a measure of restraint in the form of custody was chosen for 60 days.
The pre-trial investigation is ongoing.
SBU emphasizes that Russian special services use all possible ways to recruit our compatriots, including outright blackmail and provocations. "I want to remind that in accordance with Part 2 Article 111 of the Criminal Code of Ukraine, citizens of Ukraine are released from criminal responsibility if they did not commit any acts requested by a foreign state, organization or their representatives and voluntarily reported on his links with them and the received task’, noticed Ukrainian CI representative.
