Kharkiv: SBU prevents terrorist act in subway
SBU officers have prevented a terrorist act in Kharkiv Subway while exercising a series of measures for providing counter-intelligence security of critical infrastructure facilities.
The special operation was conducted by the SBU Department in Kharkiv Region jointly with the Department of Economic Counter-Intelligence Protection of the State's Interests under the procedural guidance of the Prosecutor's Office in Kharkiv region.
The SBU operatives established that Russia’s special agencies recruited a resident of Kharkiv for preparing and committing a terrorist act at one of the subway stations. According to the plans of the supervisors, the explosion would have resulted in multiple deaths and socio-political destabilization in the state before the presidential vote.
In the framework of the criminal proceeding initiated under Part 2 Art. 15, Art. 258 of the Criminal Code of Ukraine, the SBU officers documented that representatives of Russia’s secret agencies gave the hitman an explosive device with about 600 gramms of TNT equivalent, which was to be triggered by a telephone call. They also provided instructions how to execute the terrorist act, and paid him USD 15,000 for the crime. It has been established that in Kharkiv, the offender bought nails, screws, bolts and screw nuts for stuffing the bomb to enhance its destructive capability and expansion of the number of casualties.
During the special operation, the Ukrainian secret service prevented any risks for the people’s lives and health. Within the pre-trial investigation, the SBU operatives removed the bomb from the cache in advance and changed it for a dummy.
The SBU officers detained the criminal under Art. 208 of the Criminal Procedure Code of Ukraine on his attempt to install the bomb at “Indusrialna” subway station when there was a big crowd of people. The criminal was served a notice of suspicion in committing a terrorist act.
The pre-trial investigation is ongoing.
