SBU in Kropyvnytskyi prevents causing insolvency of strategic heating supply company
Officials of the Security Service of Ukraine, within the framework of realization of measures for counter-intelligence protection of the state's interests in the field of economic security of critical infrastructure facilities, prevented the strategic heating supply company in Kropyvnytskyi making bankruptcy.
Special service operatives have established that since the signing in 2004 with the city council of the regional center of the lease of a holistic property complex “Kirovohradteploenerho", which provides heat supply to a large part of the city, the tenant ineffectively used the property provided to him and increased the debts for the gas consumed and the lease. As of 2017, the debt to NJSC “Naftohaz Ukrayny” amounted to UAH 134.4 million.
Despite the negative economic indicators and the lack of approved limits for the heating season, the tenant did not refuse further economic activity. Over the past three years, such actions have repeatedly led to the disruption of the stable heating season.
For the prevention of emergencies and social tensions in the future the SBU officials informed Kropyvnytskyi City Council headship on the need for a detailed internal audit of the fulfillment of the terms of the contract by the tenant.
According to the results of inspections, Kropyvnytskyi City Council terminated the lease agreement and returned to the communal ownership of the community a heat generating complex with a total book value of more than UAH 77 million.
