Managers of state mines appropriate over USD 20 million from state coffers
The Security Service of Ukraine exposed the appropriation of more than UAH 500 million of budget funds by the managers of state coal mines.
It was established that during 2016-2019 the officials of coal producers “Lysychanskvuhillya”, Myrnogradvuhillya, Surgay’s Mine, Pervomaiskvuhillya, Mining HQ “South Donbass No. 1” have set up the mechanism of appropriation of enterprises’ funds through the public procurement procedure.
The top managers “designed” the conditions of mine equipment tenders already having in mind the predetermined winners - subordinated dummy companies. Subsequently, the accounts of the above mentioned enterprises received over UAH 500 million. Using financial instruments, the funds were distributed between the organizers and participants of the illegal transactions.
The SBU, in cooperation with the Prosecutor General's Office of Ukraine, recorded that the equipment required for the sustainable operation of the mines was not updated, it was only occasionally repaired. According to the experts conclusion, the equipment significantly reduced the efficiency of enterprises and created threats to the life and health of employees.
Documentation of the illegal activity of state mines enterprises officials is ongoing within the framework of initiated criminal proceeding stipulated by Part 5 Art. 191 of the Criminal Code of Ukraine (Misappropriation, embezzlement or conversion of property by malversation).
To bring the perpetrators to justice, a complex of investigative actions, including searchings, are under way.
