SBU counter-intelligence detains former Deputy Minister of Economic Affairs for large-scale damage to defense capability of Ukraine
SBU detained former Deputy Minister of Economic Affairs suspected of high treason because of his large-scale damage to defense capability of Ukraine.
SBU operatives and investigators established that the official of Ministry for Economic Development and Trade of Ukraine, management of state-run Ukrainskyi Centr “Bezpeka” and “Artem” State Joint Stock Holding Company acted for the benefit of foreign company in violation of Ukrainian interests. They concluded with the foreign party a knowingly lossmaking contract for production and supply of artillery shells for a total amount of over USD 16,500,000.
As a result, over USD 8,200,000 of advance payment was transferred to the accounts of fictitious offshore companies and misappropriated by the scheme members. At the same time, the foreign company did not supply the equipment to Ukraine. The criminals’ actions endangered procurement of ammunition for the Ukrainian Armed Forces, at the time when the country is counteracting the Russian aggression.
On October 22, SBU counter-intelligence detained former Deputy Minister of Economic Affairs in Boryspil International Airport, following decision of investigative judge. The suspect was charged with high treason (Part 1 Art. 111 of the Criminal Code of Ukraine).
On October 17, SBU officers detained in Kyiv the chief of the state-run enterprise and a foreign company representative, under Article 208 of the Criminal Code of Ukraine. The citizen of Ukraine was charged with high treason (Part 1 Art. 111 of the Criminal Code of Ukraine) while the foreigner was charged with abetting to commit unlawful actions (Part 4 Article 27 and Part 1 Art. 111 of the Criminal Code of Ukraine). The former Deputy Minister received two months custody as a type of detention, with the right of bailment for UAH 2,800,000 (USD 112,000). The issue of choosing a type of detention to the foreigner is being settled.
The suspects’ residences and offices were searched and, as a result, documents and other data storage devices indicating involvement of the suspects in illegal actions violating Ukrainian interests were seized.
The investigation is ongoing.
