Luhansk region: SBU exposes human intelligence network of terrorists (video)

SBU officers exposed the network of the terrorist organization “LNR” organized under the supervision of the Russian special services.

The law enforcers established that four residents of Luhansk were recruited by the representatives of the so-called “Ministry of State Security of LNR”. The citizens regularly visited the territory controlled by the Ukrainian authorities for undergoing the medical procedures. In case of refusal to cooperate, the terrorists threatened to block exit road from the separatist-held territories for the men.

According to the militants’ instructions, they had to collect information about the location of the checkpoints of the Armed Forces of Ukraine, the displacement of the Ukrainian army, to take photos of the buildings of the law enforcement agencies and fix the car models and registration numbers.

The SBU CI officers uncovered functioning of the network and identified the roles and tasks of every participant of the the group. The SBU officers detained a key member of the group on removing the data storage device from the specially equipped cache in the centre of Lysychansk in this April.

The law enforcers established that the offender was recruited by the Ministry of State Security of LNR about two years ago. In the beginning, he collected information on the pro-Ukrainian citizens and picked up potential informers for the curator in the occupied Luhansk. He then performed tasks on the territory controlled by the Ukrainian authorities, in particular, transfered the lists of servicemen of the Armed Forces and registration numbers of the SBU staff cars to the supervisors, made photos of the SBU buildings, the Prosecutor's Office and the Luhansk Regional Court. The militants planned to use this data for preparing the terrorist acts and attempts on the lives of the Ukrainian law-enforcers.

The criminal proceeding was initiated under Part 1 Article 258-3 of the Criminal Code of Ukraine by the SBU Investigative Office. An offender was chosen a measure of restraint in the form of custody. The SBU operatives also identified the supervisor of the network from the so-called “Ministry of State Security of LNR". He was also put on the wanted list in the framework of the initiated criminal proceeding.

The urgent investigative actions are under way.
