SBU exposes corrupt top officials in Kyiv university

Officers of SBU Department for Fighting Corruption and Organized Crime exposed corrupt top managers of one of Kyiv higher education establishments on the bribe.

Special service operatives have established that the university rector, together with vice-rector for science work and chief accountant, demanded money from foreign students for keeping them on education course and for giving back the certificates for temporary residence in Ukraine. The price of such “education services” was USD 3,000 per person.

In addition, the pre-trial investigation established that since 2016 the criminals have established a framework for legalizing foreign citizens, by sending invitations to study without following the procedure established by law.

Law enforcers detained three corrupt employees at their workplaces, after their receiving a final part of bribe (USD 1,000) from a foreign student.

In the course of further investigations, law enforcement officers seized residence permits, passports of foreign citizens, off-the-record financial statements and USD 20,000 in cash.

Within the framework of criminal proceedings initiated under Part 3 Article 28, Part 4 Article 368-3 and Part 3 Article 332 of the Criminal Code of Ukraine the issue of choosing the measure of restraint in form of detention is being settled.

In order to identify other episodes of illegal activity the investigative actions are ongoing.

The operation was conducted jointly with the police investigators under the procedural supervision of the Prosecutor's Office.
