Kyiv: SBU blocks forcible takeover of real estate worth USD 25,000,000

The Security Service of Ukraine blocked illegal takeover of real estate worth nearly USD 25,000,000 in the capital.

The law enforcers exposed a group of persons involved in the illegal re-registration of property using deliberately forged documents. The attackers unlawfully entered data into the State Register of Real Estate Rights using the registry's electronic access keys.

During the pre-trial investigation it was found that the State Registrars of one of the Kyiv municipal utilities accredited in the field of state registration were involved in the fraud. They abused authority and committed a number of illegal registration actions to seize private property using forged documents. Officials, in particular, illegally altered the State Register of Real Property Rights, changing the owner of a number of apartments in Kyiv.

Moreover, the State Registrars of the Municipal Enterprise used counterfeit documents to change the head of the LLC where the ultimate beneficial owner is a foreign investment company. The company owns a complex of real estate with a total area of ​​over 7,000 sq.m.

Law enforcement officers conducted authorized searches in Kyiv at the  State Registrars’ places of residence and in the “safe houses” where the illegal registration was carried out. During investigative actions documents, stamps, seals and keys of access to the State Register of a number of subjects of registration, drafts, flash memories, laptops with evidence of raiding activity were seized.

Within the framework of criminal proceedings initiated under Part 4 Art. 190 (“Fraud”) of the Criminal Code of Ukraine, investigative actions are ongoing. The Article provides up to 12 years of imprisonment with confiscation of property.

The operation was conducted by officers of the SBU Directorate for Fighting Corruption and Organized Crime jointly with the officials of Kyiv Local Prosecutor's Office No. 7.
