Kherson city: Administrator of hospice cashes in on terminally ill patients

SBU officers uncovered a deputy administrator of municipal institution “Regional hospital HOSPICE” on regular receiving of illegal financial gain. The hospice is subordinated to the Kherson Regional Council.

SBU operatives established that the official extorted money from relatives of patients for their staying at medical institution. The cost of palliative care was at an average of UAH 4,000 (circa USD 163). The sum of bribe depended on the living conditions and the number of patients in a ward. In order to make relatives pay money, the offender manipulated speaking of a limited number of beds in hospice. In general, the hospice has 50 beds. Thus, the offender received up to UAH 200,000 (circa USD 8,200) per month.

Law enforcement officers detained the offender at his office on receiving the bribe amounting to UAH 8,000 (circa USD 326). During the searches at offender’s office, the SBU officers seized UAH 30,000 (USD 1,225) which he managed to earn this day.

The offender was served a notice of suspicion under Part 3 Art. 368 of the Criminal Code of Ukraine. Type of detention is now being chosen.

Pre-trial investigation is ongoing. Involvement of other officials in corruption scheme is being established.

Operation was conducted jointly with the National Police investigators under the legal supervision of regional Prosecutor’s Office.
