SBU disclosed in Dnipro city a corrupt mechanism of budget funds misappropriation by the officials of the local government body during the overhaul of the communal educational institution.

Operatives of the special service have established that during 2018-2019 one of the departments of the local self-government of the Dnipropetrovsk region held a number of public competitive bidding for the overhaul of buildings and improvement of the adjoining territory of the educational institution totalling UAH 49 million. According to the investigation, the victory in the tender artificially achieved companies, affiliated with the officials.

During the reconstruction and improvement of the facility the main contractors in the reporting documentation deliberately duplicated part of the provided services. According to preliminary estimates of experts, this deal allowed to misappropriate almost UAH 7 million of budget funds, which were subsequently moved out in the shadow turnover. In the course of the investigative actions law enforcement officers seized tender documentation, signed acts of provided services, payment orders and other documentation, indicating that the illegal transactions were conducted. Within the framework of the initiated criminal proceedings under Art. 191 of the Criminal Code of Ukraine the correspondent examinations have been conducting to serve suspicion notices to persons, involved in the illegal scheme. The operation to detect offenders was conducted under procedural supervision of the Prosecutor's Office of Dnipropetrovsk region.
