The Security Service of Ukraine disclosed millions of losses to the Dnipro city budget during the reconstruction of the rest area.

Allegedly, during 2017-2018, the municipal enterprise announced two tenders for the overhaul of urban park lighting system amounting to almost UAH 9,000,000 (USD 333, 334). One commercial entity won in both cases.

At the time of the order, the head of the firm decided to "save" budget money. He installed low-quality lighting equipment without being held to technical standards. Afterwards, he connected the system in violation of safety regulations. The businessmen deliberately provide false information about the workload and its cost to the acts.

The work in progress was constantly being tested for quality, completeness of work performed, as well as their compliance with the technical requirements by the Technical Supervision Association.

The suspect, avoiding apparent breaches of the tender conditions, signed an act with the conclusion on the proper execution of repair work. According to the construction and technical examination, the local budget suffered damage of almost UAH 2,500,000 (USD 92,593).

Within the framework of the criminal proceedings, the head of the commercial structure was served a suspicion notice stipulated by Part 5 Art.191 and Part 1 Art.366 of the Criminal Code of Ukraine. The director of the company that carried out technical supervision was suspected under Part 2 Art.366 of the Criminal Code of Ukraine.

Currently, the custody in the form of detention has been chosen to the head of the contracting company. Furthermore, the head of the technical supervision enterprise has been given house arrest.

The operation was conducted jointly with the National Police investigators under the procedural guidance of the Dnipropetrovsk local Prosecutor’s Office No. 4.
