Sumy region: SBU prevents misappropriation of UAH 80 million (USD 3 million), allocated for road repairs
SBU prevented in Sumy region misappropriation of budget funds, allocated for road repairs of state significance.
Allegedly, the fraudulent scheme was organized by several residents of another regions of the country. To get rich, in the end of 2019 the suspects set up a bogus construction company to participate in public procurement. In order to make the bogus company look reliable, the suspects forged documents that the company belonged to one of the leading private companies, specializing in road repairs and construction.
In the spring of 2020, the company won the tender announced by the Road Agency of Sumy region, and signed a contract for UAH 270 million (USD 10 million), which gave the opportunity to receive an advance payment in the amount of more than UAH 80 million (USD 3 million).
Based on the results of the inspection of the documents submitted by the winning company, the SBU Office in Sumy region informed the customer about the identified violations and economic risks. As of now, the project funding has been suspended, and funds have not been transferred to the suspects.
The investigation is ongoing upon the fact of use of knowingly forged documents (P. 4 Art. 358 of the Criminal Code of Ukraine) and attempted fraud committed in especially gross amount (P. 2 Art. 15, P. 4 Art. 190 of the Criminal Code of Ukraine).
The operation was conducted under the supervision of the Prosecutor's Office of Sumy region.
