Kyiv city: SBU cyber specialists expose notary fraud

The SBU cyber specialists documented facts of illegal activity of a private notary in the city of Kyiv. The perpetrator entered knowingly false data into the Unified Register and the State Register, registering nonexistent houses. His actions caused multimillion losses to the state.

The perpetrator appeared to be a private notary of the Kyiv city notarial district. He systematically carried out unlawful registration of property rights to real estate and acted by prior agreement with a group of persons.

He registered multistory buildings in the downtown Kyiv, while in fact there were undeveloped areas. The “real estate” and “development rights”, registered on fictitious persons, were later sold.

The perpetrator was served a notice of suspicion of unauthorized actions with information, which is processed in computers, automated systems, computer networks or saved on the information-carrying medium, committed by a person entitled to access to such information.

The law enforcement also found out other facts of illegal activity, subject to proper legal assessment.

The operation was carried out jointly with the National Police investigators under the supervision of the Prosecutor General’s Office.
