SBU cyber specialists disrupt procurement fraud
The SBU cyber specialists exposed fraud during the purchase of software for state institutions of Ukraine. The perpetrator knowingly sold non-compliant programs for the National School of Judges of Ukraine. The illegal activity caused multimillion losses, as well as could have caused data breaches.
The perpetrator appeared to be the head of a software supplying company. He applied for participation in the tender announced by the National School of Judges of Ukraine. Having won the bid, the suspect deliberately forged financial and economic documentation. As a result, he supplied the software that did not comply with the terms of the contract.
At the same time, the relevant officials of the National School of Judges of Ukraine accepted the software. The law enforcement officers documented multimillion embezzlement during the IT procurement process.
According to experts, the use of such software could have led to the institution's information networks compromise and data breaches.
The head of the supplying company was served a notice of suspicion of forgery in office and misappropriation, embezzlement or conversion of property by malversation. The official the National School of Judges of Ukraine was served a notice of suspicion of neglect of official duty.
During the investigation, the law enforcement officers established other facts of abuse of office by officials of the National School of Judges of Ukraine, subject to proper legal assessment.
The operation was carried out jointly with the National Police investigators under the supervision of the Shevchenkivskyi District Prosecutor's Office of Kyiv city.
