SSU Counterintelligence counters Russian hybrid aggression exposing 80 agents and spies in 2021
The SSU Counterintelligence is counteracting to the threats of the hybrid war waged by Russia against Ukraine. During 2021, the SSU initiated over 130 criminal proceedings for high treason, espionage and terrorism.
Over 60 perpetrators were sentenced to different terms of criminal punishment.
As a result of operations, the SSU dismantled a number of agent networks. Instructed by their handlers, hostile agents were conducting intelligence and subversive activity against the state security of Ukraine.
CI efforts also led to terminating of accreditations of 17 foreign diplomats for violation of the UN Vienna Convention. Preschedule recall was initiated for 16 diplomats, while accreditation term was shortened for one diplomat.
The SSU exposed more than 50 members of terrorist organizations and illegal armed formations of the temporarily occupied territories. They were from the enemy’s units that participated in shelling of Ukrainian positions.
The SSU detained over 20 agents of Russian special services ‘red handed’ in attempts to carry out sabotage and subversive activity to destabilize Ukraine internally.
The investigation of the SSU Counterintelligence led to conviction of an FSB agent who tried to collect intelligence on Neptune cruise anti-ship missile. The spy was sentenced to 8 years of imprisonment.
Donetsk region:
The court sentenced another hostile agent who was exposed on collecting intelligence on the units of the Armed Forces of Ukraine. He was also preparing to commit a terrorist attack at a military facility in Mariupol.
During the detention, the SSU seized an IED from the suspect, which he withdrew previously from a weapon cache.
In a large-scale operation, the SSU dismantled an FSB agent network.
The network was preparing several acts of sabotage. One of their targets was combat aircraft at a Ukrainian military airfield. During the searches, the SSU seized almost 3 kg of TNT with electric detonators and anti-tank rocket launchers.
Luhansk region:
The SSU detained a spy of the Russian GRU. Following his handlers’ instructions, he intended to collect intelligence on JFO units in the region.
The agent was interested in information on location of military units as well as on the latest models of Ukrainian weapons and military equipment.
Mykolaiv:
The SSU exposed an agent of Russian special services who was gathering classified data related to the defence of our state. The operatives established that the agent attempted to gain access to technical documentation on development of latest UAVs.
Zhytomyr region:
The SSU detained an agent of the Russian FSB. The perpetrator was gathering intelligence on military units located in the region. Among his tasks was collecting information on the management of defence facilities.
The operations and investigations of the SSU CI have led to termination of over 360 security clearances. This prevented leakage of classified information, including in the defence sphere.
The counterintelligence measures resulted in identifying over 400 foreigners involved in subversive activity against the state security of Ukraine. They were banned from entering Ukraine.
In 2021, the SSU dismantled 19 organized criminal groups involved in unlawful legalization of migrants from countries with high level of terrorist threat.
Acting upon the uncovered facts of illegal activity, the SSU Counterintelligence is working to identify and bring to justice those involved in crimes against Ukraine’s state security.
