SBU CI exposes legalization of “DNR” militants in Ukraine

The SBU CI officers exposed a large-scale scheme of forgery of documents for residents of separate districts of Donetsk and Luhansk (ORDLO) and the AR of Crimea. Using false personal details, the suspects facilitated official legalization of persons through Ukrainian authorities in government-controlled territory. Among the "clients" of the group were members of the "DNR" IAFs.

A resident of Dnipro set up the illegal business of obtaining the status of internally displaced person. She issued new IDs to clients, including those on the sanctions lists. New photographs were pasted into the passports of Ukrainian citizens with a forged seal of the State Migration Service (most of the passports were expired).

The above documents allowed the “clients” to obtain the IDP status. They submitted forged documents to the State Migration Service and received new domestic and foreign passports.

The illegal scheme was operating for a year. During this time, almost two dozen people were able to obtain the IDP status.

During an authorized search of the organizer's residence, law enforcement officers seized forged documents, seals and stamps of state authorities.

The organizer of the scheme is to be served a notice of suspicion of forgery of documents, seals, stamps and forms, sale or use of forged documents, seals, stamps.

The pre-trial investigation is ongoing to identify all persons involved in the forgery of documents and customers who used the illegal services.

The operation was carried out under the supervision of the Livoberezhnyi District Prosecutor's Office.
