SBU CI documents forced recruitment of residents of separatist-held territories in militant groups (video)
The SBU CI exposed forced recruitment of residents of Luhansk region, temporarily uncontrolled by the Ukrainian authorities, in terrorist groups of the so-called LNR.
During the pre-trial investigation, the SBU established that the militant leaders force the local residents to join illegal armed formations (IAF). To do this, they deliberately interfere with their employment. Militants also ban the enters to Ukraine-controlled territory, even when the civilians go there to receive social benefits. Refusal to join illegal armed formations is a reason for discrimination and repression.
The SBU officers documented forcible recruitment of a local resident in the militant group. Using threats and intimidation, the offenders forced the man to register in the so-called LNR military enlistment office and swear allegiance.
The coercive nature of “mobilization processes” in the territory temporarily uncontrolled by Ukrainian authorities violates the norms of international law, as well as the constitutional rights and freedoms of citizens.
Within the criminal proceedings initiated upon the fact of violation of rules of the warfare, the investigation is ongoing to identify all persons involved and bring them to justice.
The pre-trial investigation is conducted by the SBU investigators under the procedural supervision of the Luhansk Region Prosecutor's Office.
