In Luhansk region, the SBU exposed an illegal scheme for artificial increase of heating tariffs. Budget losses amount to almost UAH 5 m. (USD 178,571).

SBU operatives documented that during 2018-2020, schools, hospitals, sports schools etc., had to significantly overpay for heating.

Allegedly, state officials and the management of a private company were involved in the illegal business. It is established that the company is connected with an influential former regional official.

Due to increased tariffs, the offenders managed to embezzle at least UAH 5 m. (USD 178,571) from the city budget.

The law enforcement officers conducted 12 searches of the offenders’ residences and offices. The SBU seized:

• computer equipment and means of communication;
• financial and economic documentation;
• draft records proving the illegal business.

The pre-trial investigation is ongoing upon misappropriation, embezzlement or conversion of property by malversation.

The issues of conducting examinations to prove the damage caused to the state, as well as serving the organizers suspicion notices, are to be settled.

The operation was carried out jointly with the Investigative Department of the National Police in Luhansk region under the supervision of Luhansk Region Prosecutor's Office.
