Mykolaiv region: SBU exposes embezzlement during repairs of Ukrainian Railways trains

The SBU exposed officials of regional branch of Odesa Railways on appropriation of money allocated for engine repairs of diesel trains.

According to preliminary estimates, actions of the officials resulted in the state budget losses of over UAH 2,5 m. (USD 90,000).

The SBU established that in accordance with the contract, the contractor was to carry out full repair of the engines’ components and assemblies. The contractor, on prior conspiracy with the officials, carried out minor repairs instead.

According to the experts, after the repairs of the engine, the old engine block was not replaced as expected. The SBU documented another fact, proving that the contractor did not fulfil the contractual provisions. The defective engine blocks replacement could have caused in-service failure of the engine after a few days of exploitation.

The experts concluded, that exploitation of trains with practically inoperable engines could have caused emergencies.

The law enforcement conducted searches, preliminary examinations and other procedural actions upon the fact of embezzlement and misappropriation of property. As a result, the law enforcement collected evidence proving the defective or on-parer repairs of engines.

As of now, the investigative judge put a lien on “repaired” engines’ components and assemblies installed on diesel trains of “Mykolaiv” depot.

The operation was conducted jointly with the National Police investigators under the supervision of Mykolaiv Region Prosecutor’s Office.
