Transcarpathia: SSU blocks smugglers who used helicopter to move goods

The SSU has blocked a transnational smuggling channel in Zakarpattia region. The offenders covertly transported goods using their own helicopter, violating the rules of international flights. According to preliminary estimates, their monthly turnover could be as high as UAH 2 mln (USD 70,000).

According to the investigation, the scheme was organized by a local businessman, who involved several locals. Intending to smuggle goods, the organizer purchased a multi-purpose helicopter. He dismantled the seats and adjusted the helicopter for moving goods.

The group recruited a pilot who had a license to fly the aircraft and agreed to this illegal activity.  

Twice a month, the helicopter illegally crossed the border and landed in Romania and Hungary. The smugglers loaded the aircraft with excisable goods – Ukrainian-made cigarettes without excise stamps. The size of the helicopter allowed to move up to 50 thousand packs at a time.

Across the border, the group’s accomplices were expecting the helicopter. They unloaded the cigarettes and sold them in the EU states.

To avoid exposure, the offenders hid the helicopter in a remote area in Transcarpathia.

Criminal proceedings have been initiated under Article 334 (violation of international flights regulations). The investigators are preparing notices of suspicion.

The investigators are verifying if the group was involved in smuggling people across the state border of Ukraine, including citizens from countries with a high terrorist threat.

The SSU Office in Zakarpattia region carried out the operation together with the National Police and Mukachevo Border Guard Detachment under the supervision of Zakarpattia Regional Prosecutor’s Office.
