Serhii Pun: Reform should not harm SBU ability to defend Ukraine

The Security Service of Ukraine is willing for reform, however new changes should not harm its ability to defend state sovereignty, SBU reform senior officer Serhii Pun stated during a round table talk on the SBU draft law.

"We need a reform that will improve the Service and provide it with additional mechanisms and tools to counter current threats to state security, not just depriving the SBU of any powers. The reform should take place in such a way that it does not harm the Service’s ability to defend Ukraine," Serhii Pun stressed.

According to him, the SBU reform should take into account world’s best practices, as well as realities of the hybrid war that Ukraine is facing today.

"The experience of Poland and the Baltic States is especially valuable, as these countries address similar security challenges and threats, in particular from Russia. Their security services are vested with law enforcement functions including investigative units, " Serhii Pun said.

The sensitive reform issues also include deprivation of the Service of counterintelligence protection of the state's economic security.

"International terrorist organizations use smuggling and other scams in their illegal actions, and subversive activities often target critical infrastructure by economic means. That is why some European special services, on the contrary, are introducing economic counterintelligence into their functions,” Serhii Pun emphasized.
