SSU and SBI detain 5 organizers of mobilization evasion schemes in Dnipro
The SSU Military Counterintelligence and the State Bureau of Investigations have shut down a large-scale scheme of mobilization evasion in Dnipro. As a result of the operation, the law enforcement uncovered local employees of the Territorial Recruitment Centers, servicemen, doctors and civilians who acted as intermediaries to find clients and transfer money.
The individuals involved unreasonably entered severe diagnoses in the medical histories of the draft evaders and then made fake medical reports on their unfitness for service.
Then the forged documents were handed over to accomplices in the TRCs, where the men were written off from the military register or granted deferrals from conscription.
The cost of such ‘services’ reached USD 12,000 per person.
The law enforcement agencies documented the criminal activity and detained five organizers of the scheme.
During the searches, the investigators found medical documents with false medical information, draft records, data storage devices, as well as over UAH 2 mln of proceeds of crime, and weapons.
The detainees have been notified of suspicion (in accordance with the crimes committed) under the Articles of the CCU:
- 114-1.1 (obstruction of the AFU’s lawful activities);
- 368.3 (acceptance of an offer, promise or receipt of an unlawful benefit by an official);
- 332.3 (illegal transportation of persons across Ukraine’s state border);
- 358.1 (forgery of documents, seals, stamps and forms, sale or use of forged documents, seals, stamps);
- 366.3 (forgery in office).
The suspects are in custody and face up to 10 years in prison with confiscation of property.
The operation was carried out under the procedural supervision of Dnipro Specialized Defense Prosecutor’s Office of the Eastern Region.
