SSU dismantles largest in Ukraine network issuing fake COVID vaccination certificates
The SSU continues to take steps to counter systemic threats in the healthcare system. In an operation in Kyiv, the SSU dismantled another scheme of illegal obtaining of international COVID-19 vaccination certificates.
The fraudsters issued these documents without administering the vaccine.
Preliminary findings indicate that the offenders’ profit reached UAH 5 mln (USD 185,000) per month. So far, this has been the network issuing the largest number of fake certificates in Ukraine.
The investigation established that two residents of Kyiv set up the scheme involving directors of several medical institutions and 6 family doctors from various regions.
The prices for certificates varied. The offenders entered clients’ data into the eHealth system, from where it was uploaded to the Diia App, Ukrainian e-governance web-portal.
The network included intermediaries who handed over money and lists of persons for whom they would issue fictitious documents.
The organizers of the scheme are going to be notified of suspicion. The court is to decide on the measure of restraint.
Pre-trial investigation is underway to establish all the circumstances of illegal activity and bring all those involved to justice.
The SSU Cyber Security Department carried out the operation together with the National Police investigators under the supervision of Kyiv City Prosecutor’s Office.
