The SSU has published a full list of individuals who, upon its submission, were sanctioned by the National Security and Defence Council, which was approved by President Volodymyr Zelenskyi.

The list includes 10 persons, who are representatives of the moscow patriarchate’s Ukrainian Orthodox Church or are closely associated with this organization. These are:

  1. Novinsky Vadym Vladyslavovych (cleric of the UOC-MP);
  2. Lebid Petro Dmytrovych (metropolitan Pavlo of Vyshhorod and Chornobyl, abbot of the Holy Dormition Kyiv-Pechersk Lavra);

Most of them are currently in the temporarily occupied territories of Ukraine or abroad.

The persons on this list came up with various initiatives, in particular they:

  • proposed to join their dioceses to the russian Orthodox Church;
  • agreed to cooperate with the occupation authorities;
  • promote pro-russian narratives;
  • justify russia’s military aggression against Ukraine.

Restrictive measures against these individuals are introduced for a period of five years and will include blocking of assets, restriction of trade operations, blocking the withdrawal of capital from Ukraine, etc. In addition, all of them are deprived of Ukrainian state awards and of other forms of recognition.

From now on, these persons will not be able to acquire ownership of land plots, privatize state property and intellectual property rights.

The SSU continues its efforts to protect Ukrainian statehood and will continue to expose persons who threaten Ukraine’s sovereignty and territorial integrity.
