Management of Dnipro municipal enterprise is suspected of multimillion misappropriation

The Security Service of Ukraine suspects the management of a utility companies in Dnipro of causing multimillion losses to the state during the construction of the metropolitan railway. The head of the company was served a notice of suspicion of committing a crime.

Allegedly, in 2016 the company signed a five-year contract with a foreign partner to complete the construction of the city subway for more than EUR 200,000,000. According to the contract, the contractor was to perform maintenance work on existing constructions and tunnels, such as pumping groundwater, maintenance of tunnels, and so on. Reportedly, the works cost the city hundreds of thousands of euros a month. But in fact, the works were carried out by another company at a much lower cost due to the contractor's lack of the necessary technical capacity and resources.

In 2018, the company's management contributed to an artificial increase in the cost of the contract, which led to the unreasonable transfer of almost UAH 240,000,000 (USD 9,000,000) for work that had not been performed yet. In addition, the following year, the official transferred more than UAH 14,000,000 (USD 520,000) to the contractor for work that had already been performed and paid for from the budget earlier.

For the committed negligence, which led to the infliction of damages, the head of the utility company was served a notice of suspicion under Part 2 of Art. 367 of the Criminal Code of Ukraine.

The scheme was exposed under the supervision of the regional Prosecutor's Office.
