The SSU has collected evidence against Viktor Vodolatskyi, a member of the state duma of russia. The official fulfils moscow’s task of spreading the occupation regime in the temporarily occupied territory of Luhansk region.

Vodolatskyi is a member of the pro-kremlin united russia faction and has publicly supported the invaders since the launch of the full-scale invasion.

After 24 February 2022, he illegally crossed the state border and ‘inspected’ the occupation authorities in Luhansk, Popasna, Shchastia and Stanytsia Luhanska.

During the trip, he distributed united russia party tickets to local collaborators and called on the ‘LNR deputies’ to unify the ‘legislation’ of the quasi-entity according to the russian model.

Vodolatskyi also visited the occupiers’ bases on the eastern front.

There, he appeared in a propaganda video in which he gives a command to load a cannon and fire at the positions of the Defence Forces.

In addition, the russian official regularly organizes ‘voluntary’ collection of material and technical assistance for the occupation groupings of the Southern military district of the russian armed forces.

Vodalatskyi has also been appointed by moscow to supervise the so-called ‘united russia humanitarian centers’ in the occupied districts of Luhansk region.

The main purpose of these enemy centers is to spread the kremlin regime under the guise of distributing ‘humanitarian aid’ from the aggressor state to local population.

Based on the evidence collected, SSU investigators served a notice of suspicion to the state duma member under two Articles of the CCU:

• 110.2 (committing intentional actions aimed at changing the boundaries of the territory and state border of Ukraine in violation of procedure established by the Constitution of Ukraine, by prior conspiracy by a group of persons);
• 436-2.3 (justification, recognition of russia’s armed aggression against Ukraine and temporary occupation of its territory as legitimate, glorification of the persons who carried out this armed aggression using the media).

The SSU is acting to bring the offender to justice for crimes against Ukraine.

The SSU Office in Donetsk and Luhansk regions is conducting the investigation under the procedural supervision of Luhansk Region Prosecutor’s Office.
