SSU identifies two ruscists who tortured Ukrainians in temporarily occupied Luhansk region
The SSU has identified another two members of russian occupation authorities who committed war crimes against civilians in the temporarily occupied part of Luhansk oblast.
The perpetrators abducted people and took them to russian torture chambers and subjected them to brutal torture to persuade them to cooperate with ruscists.
One of the collaborators is a former employee of a local unit of the disbanded militsia, who joined the occupation ‘LNR ministry of state security’ in 2015.
After the start of russia’s full-scale invasion and the capture of Svatove, he participated in repressions against Ukrainian patriots who resisted the invaders.
Acting as a member of armed ruscist groups, he and his accomplices abducted people and took them to their jails.
Among the victims were the former mayor of the city, a member of the district council and several employees of local government institutions.
In the prisons, they beat the captives with a rifle butt, poured boiling water on them and used electric shocks.
Another perpetrator is a former official of a local penitentiary institution. In 2014, he voluntarily joined the ‘penitentiary directorate’ of the terrorist organization ‘LNR’.
Even before russia’s full-scale invasion, he became the ‘deputy head of russia’s Sukhodolsk correctional colony’.
After 24 February 2022, the occupiers created a torture chamber in this ‘institution’, where Ukrainian prisoners of war were taken.
There, the PoWs were brutally beaten with rubber truncheons and kept for days without food and water in overcrowded cells.
The head of the penitentiary also personally tortured prisoners with electric shocks in his office.
The SSU has notified both identified persons of suspicion in absentia under Articles 28.2, 438.1 of the CCU (violation of laws and customs of war, committed by a group, upon prior conspiracy).
Efforts are underway to find and prosecute the war criminals.
The investigation was carried out by the SSU Office in Donetsk and Luhansk regions under the procedural supervision of Luhansk Regional Prosecutor’s Office.
