SSU serves suspicion notice to russian energy minister who connected ruscist military bases to seized power plants in Kherson oblast
The SSU has collected evidence against the sanctioned Nikolai Shulginov, russia’s minister of energy, who is involved in the aggressive war against Ukraine.
According to the investigation, the high-ranking official is assisting russia’s top military and political leadership in providing electricity to the occupation groupings.
To do this, in July 2022 Shulginov arrived in the temporarily occupied Crimea, where announced the connection of the peninsula’s power system to the seized power plants in the left-bank Kherson region.
According to the official’s plan, the relevant high-voltage power lines are operating on ‘Kakhovska-Dzhankoy’ and ‘Kakhovska-Ostrovska’ directions.
In this way, he is ensuring energy supply to russian military units and occupation administrations based in the temporarily occupied territory in southern Ukraine.
Shulginov is also fulfilling the kremlin’s order to connect the seized Ukrainian energy facilities to the energy system of the aggressor state.
Based on the evidence, SSU investigators have notified the russian minister of suspicion under two Articles of the CCU:
- 110.2 (encroachment on Ukraine’s territorial integrity and inviolability);
- 332-1.1, 332-1.2 (violation of procedure for entering and leaving the temporarily occupied territory of Ukraine).
These crimes are punishable by up to 10 years in prison. As the offender is in russia, comprehensive efforts are underway to bring him to justice for crimes against Ukraine.
The investigation was carried out under the procedural supervision of the Prosecutor General’s Office.
