SSU serves notice of suspicion to occupation ‘commandant of Kherson region’ who personally tortured Ukrainians
The SSU has documented the crimes of russian colonel Viktor Bedryk, deputy commander of the 22nd army corps of russia’s coastal troops, who killed civilians in Ukraine.
During Kherson’s occupation, he became the so-called ‘military commandant of Kherson oblast’ and fulfilled the kremlin’s orders to suppress the resistance movement.
Immediately after ‘appointment’, the russian official ordered the arrangement of torture chambers in Kherson.
The ruscists brought local residents to the jails, abducting them from private homes or right in the middle of the street, primarily during anti-russian rallies.
In the cells, people were beaten, electrocuted, left without food and water, and threatened with execution.
One of the torture chambers was equipped on the floor below Bedryk’s ‘office’ - in the basement of an administrative building.
Bedryk not only watched his subordinates abuse the abducted citizens, but also personally participated in beating of the victims.
The investigation established that Bedryk had been involved in the torture of at least 12 civilians of Kherson region, who opposed russia’s occupation regime.
Two of the victims were tortured to death.
To conceal war crimes, the invaders recorded in their own ‘forensic medical examination’ documents that they had ‘found the victims already dead on the city’s streets’.
Through torture and murder, the ruscists tried to break Ukrainian resistance and force its participants to cooperate with the aggressor.
The SSU also documented the criminal activities of a ‘prison warden’ Oleksandr Chichkan, Bedryk’s subordinate.
Based on the evidence collected, SSU notified Bedryk and his subordinate Chichkan of suspicion under Article 28.2, 438.1, 438.2 of the CCU (violation of laws and customs of war, committed by a group of persons upon prior conspiracy).
Comprehensive efforts are underway to bring the criminals to justice.
