SSU serves suspicion notice to putin’s supervisor of Ukraine’s temporarily occupied territories

The SSU has collected evidence against Serhiy Kiriyenko, the first deputy chief of russian presidential administration, who is facilitating the war against Ukraine.

The official has been a confidant of putin for many years and is a member of his inner circle.

After the start of the full-scale invasion, the kremlin leader appointed Kiriyenko as the ‘supervisor’ of the temporarily occupied districts of Donetsk, Luhansk, Kherson and Zaporizhzhia regions.

In this role, he coordinates the activities of russian occupation administrations, including the appointments to major positions.

Since May 2022, Kiriyenko has been in charge of all areas of forced integration of the temporarily occupied territories of Ukraine into russian ‘legislative domain’.

For example, he was directly involved in the organization of russian sham referenda and was responsible for the results of the ‘voting’.

In the fall of 2023, he personally handed over ‘documents’ to the gauleiters Pasichnyk, Saldo and Pushilin appointing them as heads of russian occupation authorities.

Kiriyenko is also responsible for coordinating the kremlin’s media resources imposing ruscism on the temporarily occupied part of Ukraine.

Based on the evidence, SSU investigators notified Kiriyenko of suspicion in absentia under the Articles of the CCU:

  • 27.5, 437.2 (aiding and abetting in the conduct of an aggressive war);
  • 110.2 (public calls for intentional actions to change the borders of the territory of Ukraine in violation of the procedure established by the Constitution of Ukraine, committed by a person who is a representative of the authorities, repeatedly);
  • 436-2.3 (justification of russia’s armed aggression against Ukraine, which began in 2014, as well as denial of the temporary occupation of part of Ukraine and glorification of persons who carried out armed aggression against Ukraine, committed by an official, repeatedly, using media);
  • 332-2.1, 332-2.2 (crossing the state border of Ukraine with the aim of harming the interests of the state outside the checkpoints across the state border of Ukraine, committed repeatedly).

Efforts are underway to bring him to justice for crimes against Ukraine.

The investigation was carried out under the procedural supervision of the Prosecutor General’s Office.
