GRU special force serviceman under investigation for war crimes during occupation of Kinburn Spit in 2022
The SSU has identified another occupier who committed war crimes during the seizure of part of Mykolaiv oblast.
The suspect is Yevhen Deli, a native of the russian city of Kemerovo. Before russia’s full-scale invasion, he served in the 10th separate special forces brigade of the GRU (the main directorate of the general staff of the russian armed forces).
After 24 February 2022, he acted undercover as the commander of an artillery unit of the ‘volunteer assault corps’, which took part in the seizure of the Kinburn Peninsula.
In the occupied community, the ruscist was responsible for suppressing the resistance movement and organizing mass repressions against local population.
The investigation documented that in August 2022 Deli and his subordinates had come to a local resident’s household. The ruscists grabbed the man, tied him up and threw him into a truck.
The victim was then taken to a russian torture chamber, where he was beaten for at least 6 days, cigarette butts were put out on his body and he was threatened with death.
In this way, the occupiers tried to force him to confirm his cooperation with Ukraine’s Defence Forces.
Having failed to obtain a ‘confession’, they dumped man with multiple bruises, spinal and internal injuries, barely conscious, near the then-occupied Kherson.
Another resident abducted on Deli’s orders was a woman from Pokrovske village. She was kept chained to a chair for a day in one of the seized houses.
After that, the victim was taken in the trunk of a car to a torture chamber in the temporarily occupied part of Kherson oblast and was kept there for three days without food and water.
Despite the brutal torture, the invaders did not get any ‘confessions’ from the woman and dumped her in an open area.
SSU investigators have notified the GRU serviceman of suspicion under Article 438.1 of the CCU (violation of laws and customs of war).
Efforts are underway to bring him to justice for his war crimes.
The investigation was carried out by the SSU Office in Mykolaiv region under the procedural supervision of the regional Prosecutor’s Office.
