SSU serves suspicion notice to traitor who hung enemy flag over Luhansk Region State Administration in 2014 – now, PoW captured by AFU
The SSU has collected evidence against the traitor Lee Won Chol, a Ukrainian citizen of Korean origin (aka Herman Prokopiv).
In 2014, he took part in the seizure of Luhansk Region State Administration from which he tore down the Ukrainian flag and put the russian tricolor instead.
Then, the militant fought as part of the russian occupation troops against the Anti-Terrorist Operation forces. After the onset of the full-scale war, he stormed positions of the Defense Forces on the eastern front.
In October 2024, Ukrainian defenders completely defeated a russian assault company near Spirne in Donetsk region. This unit included the traitor, he was taken prisoner as the only survivor.
According to the investigation, after the seizure of Luhansk Region State Administration the individual participated in mass riots, organized pro-russian rallies and fights and intimidated local patriots.
Since 24 February 2022, the militant has taken part in the capture of Rubizhne, Siverskodonetsk and Lysychansk in Luhansk region, as well as Spirne, Donetsk region.
After the detention, the perpetrator provided incriminating evidence about the occupation of Luhansk in 2014 and russian war crimes after the full-scale invasion.
SSU investigators have served him a notice of suspicion under three Articles of the CCU:
- 111.1 (high treason);
- 110.2 (encroachment on Ukraine’s territorial integrity and inviolability);
- 260.2 (participation in unlawful armed groups).
The suspect is in custody and faces up to 15 years in prison with confiscation of property.
The investigation was carried out by the SSU Office in Donetsk and Luhansk regions under the procedural supervision of Luhansk Region Prosecutor’s Office.
