SSU and National Police shut down another three mobilization evasion schemes: 225 fake ‘students’ exposed in one university

The SSU and the National Police have dismantled another three corruption schemes of mobilization evasion in Kyiv, Cherkasy and Zakarpattia regions.

All organizers were detained. Among them are heads of two private higher education institutions and officials of military medical commissions.

In Zakarpattia region:

The rector and vice-rector of a private university were apprehended for enrolling draft evaders in a bachelor’s course to their, as well as foreign universities, without entrance exams.

The officials promised the ‘students’ unimpeded deferral from mobilization. For this purpose, the management of the Transcarpathian university involved an official of the military law enforcement service in the scheme.

After the SSU uncovered this, the local commission of Uzhhorod Regional Territorial Recruitment Center canceled the previously granted deferments for 225 men, who used the ‘student scheme’.

In Kyiv region:

The deputy director of a financial college and two of his subordinates were exposed for retroactively enrolling their ‘clients’ in postgraduate programs.

To do this, the officials ‘accompanied the admission’ of the evaders to a private research institute as students of a college where they did not actually study.

In this way, the evaders were able to have deferral from mobilization and travel abroad. The cost of ‘services’ reached USD 8,000 per client.

In Cherkasy:

Three representatives of a military medical commission were detained for selling fake conclusions on unfitness for military service for health reasons.

The organizers involved a nurse, who looked for potential ‘clients’ and maintained communication.

The detained individuals have been notified of suspicion under the Articles of the CCU:

  • 28.2, 369-2.2 (abuse of influence, committed by prior conspiracy);
  • 28.2, 114-1.1 (obstruction of lawful activities of the AFU and other military formations during a special period, committed by a group, upon prior conspiracy).

The suspects face up to 8 years in prison.

The operations were carried out under the procedural supervision of Kyiv and Zakarpattia Region Prosecutor’s Offices, as well as Cherkasy District Prosecutor’s Office and Zakarpattia Specialized Defense Prosecutor’s Office of the Western Region.
