SSU and National Police expose Kyiv City State Administration official and his accomplices embezzling UAH 6 mln on ambulance procurement during war
The SSU jointly with the National Police investigators have shut down another criminal scheme in the Kyiv City State Administration. An official of the communal organization Kyivmedspetstrans of the KCSA and four of his accomplices, suspected of embezzling over UAH 6 million, have been detained.
According to the investigation, they misappropriated funds intended for purchase of automobile spare parts for ambulances.
The criminal scheme was organized during martial law by the head of the logistics service of Kyivmedspetstrans.
He involved three directors of controlled private enterprises and their accountant in the scheme.
The members of the organized group jointly developed a plan to seize budget funds, distributed roles and strictly followed the criminal plan.
The Kyivmedspetstrans official formed an inflated value of a tender procurement and allowed only controlled companies to participate in it, which then won the tender.
Subsequently, the entrepreneurs supplied spare parts for ambulances at inflated prices and transferred the excess profits to their accounts.
Forensic economic examinations have revealed unjustified overcharges in excess of UAH 6 million.
The investigators also found out that the organizer of the scheme, the head of the logistics service, had been transferred to a lower position to evade prosecution.
Based on the evidence, the official of the KCSA communal organization and his four accomplices were notified of suspicion under the Articles of the CCU (in accordance with actions each of them committed):
- 191.5 (misappropriation, embezzlement or seizure of property through abuse of office, committed repeatedly, on a large scale, under martial law, by an organized group);
- 28.3, 358.3 (forgery of documents, seals, stamps and forms, sale or use of forged documents, seals, stamps);
- 28.3, 366.1, 366.2 (forgery in office).
The court is to decide on measures of restraint.
The crimes under these Articles are punishable by up to 12 years in prison with disqualification to hold certain positions or engage in certain activities for up to 3 years and confiscation of property.
The operation was carried out by the SSU Main Office in Kyiv and Kyiv region jointly with the National Police investigators under the procedural supervision of Shevchenkivskyi District Prosecutor’s Office.
