SSU and National Police detain lawyers and Territorial Recruitment Centers officials who made money on draft evaders in Kyiv and Kherson

The SSU and the National Police have shut down another two mobilization evasion schemes. As a result of operations in Kyiv and Kherson, 6 persons were apprehended for helping men liable for military service evade conscription.

Among the detained are lawyers, officials of Territorial Recruitment Centers as well as a center for administrative services.

For bribes of USD 7,000 to 12,000, they issued ‘deferrals’ to their ‘clients’ or removed them from military registration based on counterfeit medical reports.

In Kyiv:

Two lawyers were detained; they offered men liable for military service to hide from mobilization through illegal employment at a state-owned defense enterprise.

Initially, they organized formal passage of military medical commission by their ‘clients’ and took the documents to the TRCs to evade summonses.

For this purpose, the lawyers used their personal connections in the military medical commissions and enlistment offices in the capital.

Then they sent the men’s documents for appointment to positions in the state enterprise with further reservation from mobilization.

The law enforcement detained one of the participants in the scheme in Kyiv when he received money from a draft dodger. Simultaneously, his accomplice was detained in Cherkasy region.

In Kherson:

Three more officials of a Territorial Recruitment Center and their accomplice, an employee of a local administrative services center, were exposed in a corruption scheme.

It was documented how a woman, one of the participants of the scheme, updated the data of men in the register and offered them assistance in evading mobilization.

She passed their personal data to her accomplices in the TRC, which removed the evaders from the military register due to ‘poor’ health.

The two persons detained in Kyiv have been notified of suspicion under Articles 28.2, 369-2.3 of the CCU (abuse of influence, committed by prior conspiracy).

The actions of the perpetrators from Kherson are qualified under Article 368.3 of the CCU (acceptance of an offer, promise or receipt of an unlawful benefit by an official).

The suspects are in custody and face up to 10 years in prison with confiscation of property.

The operation was carried out by the SSU jointly with the National Police under the procedural supervision of Kyiv City Prosecutor’s Office and the Specialized Defense Prosecutor’s Office of the Southern Region.
