SSU and National Police detain FSB agents preparing new terrorist attacks in Kyiv region on russia’s order

The Security Service of Ukraine and the National Police have prevented russia’s attempts to carry out a series of terrorist attacks in Kyiv oblast.

As a result of the operation, the SSU detained an agent couple who were preparing to blow up buildings of the Armed Forces and law enforcement agencies of Ukraine on the orders from russia.

The enemy’s main targets were the bases of local police units, Territorial Recruitment Centers and the Prosecutor’s Offices. According to the investigation, the agents had the right to choose the first target to blow up. However, thanks to the SSU’s proactive actions, the attacks were thwarted.

According to the investigation, the occupiers remotely recruited two unemployed individuals from Kyiv region – a 27-year-old drug addict and his partner – who were looking for ‘easy’ money on Telegram channels.

Following the FSB’s instructions, the couple moved into a hostel near Kyiv, where they began to covertly manufacture an improvised explosive device.

To make it, they purchased chemical components for synthesis of the explosives, as well as the striking elements – metal bolts, nails and aluminium shavings.

Next, the perpetrators prepared a fire extinguisher, which was to become a container for disguising the IED.

After making the bomb, they planned to report to the FSB on their readiness and receive the geolocation for planting it.

The SSU exposed the agents at an early stage, documenting their contacts with the russian intelligence and preparations for the terrorist attacks.

At the final stage of the special operation, both suspects were detained ‘red-handed’ while manufacturing the explosive components for the IED. During the search, the investigators seized from them:

  • 2 kg of explosives;
  • a fire extinguisher that was converted into a container for explosives;
  • striking elements for the IED.

The suspects’ mobile phones with evidence of communication with the FSB, as well as a video recorder, which they were supposed to use to film the attack, were also found.

The detainees were notified of suspicion under the Articles of the CCU:

  • 14.1, 258.2 (preparation to commit a terrorist act, upon prior conspiracy, by a group);
  • 263-1.2 (illegal manufacture of explosives and explosive devices).

The suspects are in custody and face up to 12 years in prison with confiscation of property.

The operation was carried out by the SSU Office in Kyiv and Kyiv region jointly with the National Police under the procedural supervision of Fastiv District Prosecutor’s Office.
