SSU uncovers multi-million misappropriation of state funds
The SSU exposed large-scale corruption during construction and installation works at Dnistrovska Pumped Storage Power Station. Budget losses are estimated to be over UAH 20 m (USD 980,400).
The SSU operatives identified the management of PJSC Ukrhydroenergo and the actual owners of the Ukrhydroenergobud Consortium as organizers of the illegal scheme.
The offenders involved subcontractors in fraud and misappropriated large sums of state funds.
At the tender stage, the organizers intentionally chose affiliated construction companies. To misappropriate money, they overstated the volume and value of work. The transactions were carried out under two major contracts on Dnistrovska PSPS modernization worth total of UAH 5.3 b (USD 201.5 m).
To obtain evidence, law enforcement officers conducted searches at the offenders’ offices and homes. As a result, the SSU uncovered primary accounting documentation, contracts, draft records, and computer equipment with false accounting.
Investigation is underway to identify and prosecute all those involved in the illegal activities.
The SSU Main Directorate for Combating Corruption and Organized Crime carried out the operation jointly with National Police investigators under the supervision of the Prosecutor General’s Office.
