The SSU exposed officials of one of the village councils on multimillion land fraud in Obukhiv district.

The offenders organized a mechanism of appropriation of land by selling it to a controlled private entity for a price 10 times cheaper than market price. Such actions caused losses to the territorial community of over UAH 700 mln (USD 25,5 mln).

According to the investigation, the village council officials involved an appraisal agency, which issued conclusions on expert monetary valuation of land plots designated for construction. According to this document, the value of land was significantly understated.

Based on these conclusions, the village council sold 7 land plots with a total area of ​​over 26 ha to the controlled private entity. The fraudsters paid only UAH 55 mln (USD 1.8 mln) to the community, whereas average market value of this land is almost UAH 800 mln (USD 29 mln).

Within the criminal proceedings, the law enforcement conducted 26 searches at the fraudsters’ offices and residences, during which they seized:

• originals of documents on the sale of land plots of the village council at a understated price;
• accounting documentation and records confirming illegal activities.

The investigation into misappropriation of property is ongoing to identify and bring to justice all those involved in the scheme.

The SSU Office in Kyiv and Kyiv region carried out the operation under the supervision of Kyiv Region Prosecutor’s Office.
