SSU exposes leaders of Kherson occupation ‘mayor’s office’ who forcibly distributed russian passports to Ukrainians and introduced russian education

The SSU continues to expose traitors and collaborators in the temporarily occupied territories of Ukraine. The unlawful activity of another five enemy accomplices from occupation administrations in the captured districts of Kherson and Luhansk regions has been documented.

Among them is a collaborator who agreed to enforce the decisions of russian military leadership and took the position of the so-called ‘head of military and civil administration of Skadovsk territorial community of Skadovsk district of Kherson region’.

While in the ‘position’, the woman participated in the organization of the sham referendum and the forced issuance of russian passports to Ukrainian citizens.

The investigation established that she had been an official of one of the town councils, but after the full-scale invasion supported the occupiers and joined their ranks.

The SSU also identified the chief of the so-called ‘department of education, youth policy, culture and sports’ of one of the occupation administrations near Kherson.

Since the school year started, the collaborator has been ‘restoring’ the work of educational institutions and forming lists of supporters of ‘russkiy mir’ [russian world], who agreed to work under her ‘leadership’. The woman has been persuading local teachers to cooperate with the ‘new authorities’ by offering them bribes.

The collaborator reports on the results of her ‘work’ to russian supervisors by sending ‘reporting’ documentation to russia.

According to the investigation, the traitor is the former chief of the education department of Hola Prystan district, who voluntarily joined the occupation authorities.

In Luhansk region, the SSU documented criminal activity of two heads of ‘lnr military enlistment offices’.

The enemy accomplices have been organizing a forced ‘mobilization’ of locals to the invaders’ ranks, including to the so-called ‘people’s militia’. To do this, men are kidnapped and illegally deprived of liberty, and in case of refusal - threatened with murder.

The SSU also exposed the former ‘official’ of a local chemical plant, who agreed to the occupiers’ offer to become the ‘mayor’ of Rubizhne. There, he organized logistical support for the russian armed forces on eastern direction.

Criminal proceedings were opened under Articles of the CCU:

  • 111-1.5 (collaboration);
  • 110.2 (encroachment on Ukraine’s territorial integrity and inviolability);
  • 260.2 (participation in unlawful armed groups);
  • 28.2, 438.1 (violation of laws and customs of war, committed upon prior conspiracy by a group of persons).

The SSU is acting to bring the individuals involved to justice.

Three collaborators have already been served notices of suspicion of crimes against Ukraine’s state security.

The SSU Offices in Kherson, Donetsk and Luhansk regions exposed the offenders under the procedural supervision of the Prosecutor’s Office.
