SSU exposes hospital management in Khmelnytskyi region on mass counterfeiting of medical certificates for draft evaders
The SSU has shut down a large-scale corruption scheme in one of the district hospitals of Khmelnytskyi oblast.
Officials organized massive sale of fake medical documents, which entitle men to a disability group and ‘discharge’ from military service for health reasons.
According to the intelligence, the suspects’ ‘profit’ reached USD 150,000 per month.
The management of the medical institution and specialized doctors, who acted as a criminal group, organized the scheme.
They involved six ‘trusted’ persons, who were looking for potential clients, including draft evaders planning to flee abroad.
The dealers received passport data from ‘customers’ and passed them on to the involved doctors.
The hospital officials used the information to draw up fictitious medical histories and ‘medical certificates’ on disability or unfitness for military service.
The cost of ‘service’ ranged from USD 2,000 to 10,000. The amount depended on urgency and the ‘documents’ produced.
The SSU documented almost 100 cases of counterfeiting.
The law enforcement agencies detained the head of the medical commission of the medical institution and his two accomplices after they received a bribe of USD 4,600.
During the searches of the suspects’ homes and offices, the law enforcement found:
- UAH 7 mln in Hryvnia equivalent;
- seals and documents confirming the crime.
Based on the collected evidence, the detained officials were served notices of suspicion under Article 369-2.3 of the CCU.
The court is to decide on custody as a measure of restraint. The investigation is ongoing.
The SSU Office in Khmelnytskyi region carried out the operation jointly with the National Police under the procedural supervision of the regional Prosecutor’s Office.
