The SSU is acting to prevent and neutralize the threat of unauthorized interference in electronic information systems of government agencies. In an operation, the SSU exposed a scheme of purchasing low-quality equipment for the State Judicial Administration.

Preliminary findings indicate that budget losses amount to almost UAH 51 m (USD 1.9 mln).

The illegal activity was carried out in 2016-2018 and was organized by chief of a department in the State Judicial Administration and head of a private company.

The offenders purchased equipment for recording court hearings and conducting video conferences at artificially inflated prices.

However, according to experts’ conclusions, technical characteristics of the procured equipment do not meet information protection requirements.

Both organizers have been notified of suspicion of embezzlement through abuse of office. The court is to decide on the measure of restraint.

The SSU Cyber Security Department and NABU detectives carried out the operation under the supervision of SAPO.
