SBU exposes businessman on offering bribe to officials of state enterprise

The SBU exposed a businessman who tried to bribe officials of the state-owned enterprise, affiliated to the Ministry of Youth and Sports. He wanted to illegally change the bidding terms.

SBU operatives documented that the businessman participated in and won many tenders to supply goods to the Ukrainian national teams. However, the goods did not meet the quality standards or cannot be delivered in time. The total amount of the bribes he offered to officials tops UAH 2 m (USD 71,429).

Furthermore, SBU officers established that the offender used a scheme of the so-called bid troll. Companies controlled by the offender also took part in tenders with abnormally low bids. In fact, the organizer had no goods that were the subject matter of the procurement.

The businessman then searched for the official manufactures and offered them to sell goods at below-cost prices.

In other cases, the fraudster offered to pay him money for losing the auction.

Within the initiated criminal proceedings, law enforcement officers detained the suspect and his accomplice on attempt to give the forged documents to the officials. The issue of serving the detainees suspicion notices of giving a bribe is being resolved.

The pre-trial investigation is ongoing.

The operation was carried out by the SBU Main Directorate for Counterintelligence Protection of the State Economic Interests under the supervision of the Kyiv Local Prosecutor's Office No. 7.
