The Security Service of Ukraine has liquidated a corruption scheme of cars customs clearance in Rivne region. The officials from Rivne and Dubno customs terminals were exposed. Jointly with businessmen they caused budget losses in the amount of UAH 15m. (USD 554500).

According to the available information, the scheme was pretty easy. The representatives of commercial structures submitted unreliable documents to the customs service. It allowed the offenders to reduce excise tax by 40 and more times, and accordingly, to reduce VAT.

In that way the budget losses during the clearance of only one truck were UAH 50000 to 700000 (USD 1800-25000). This was caused by the customs workers abuse of authority. They didn’t check the documents to the full extent.

During 2018-2020 years the officials committed the customs registration of more than 300 trucks according to this scheme.

During the searches in offices of Polissia customs service the law enforcement seized office equipment and documentation with evidence of illegal activity.

The investigation is ongoing within the criminal proceeding of abuse of authority or office.

The establishment of all the individuals involved is under way.

The operation was conducted jointly with Territorial Department of State Bureau of Investigations in Khmelnytskyi city under the procedural supervision of Rivne region Prosecutor’s Office.
