Dnipropetrovsk region: SSU exposes doctor faking 30 COVID-19 certificates daily

In Dnipro, the SSU disrupted a scheme of counterfeiting COVID-19 vaccination certificates.

The law enforcement identified a doctor who issued up to 30 fake certificates a day, charging UAH 2,500 (USD 95) per client.  

According to the investigation, a local doctor of an outpatient clinic set up the scheme and issued fake certificates for:

  • citizens who refused to be vaccinated, but needed a certificate in the Diia app;
  • clients of tour agencies planning to go abroad;
  • employees of local companies.

The doctor entered the clients’ personal data into the eHealth using Kashtan medical information system and wrote off the vaccine. The illegal scheme was in operation for several months.  

The law enforcement officers exposed the offender when he was receiving payment for nine fake certificates.

A search of the suspect’s office and home led to the seizure of:

  • seals of various medical entities, including those that certify test results;
  • medical forms to record diagnosis and course of treatment;
  • UAH 50,000 (USD 1,900) in cash;
  • records confirming illegal activity.

Within the criminal proceedings, the investigators are preparing the suspicion notice, while the court is to decide on the measure of restraint.

After identifying the personal data unlawfully entered into the eHealth system, the SSU will apply to revoke the respective certificates.

The SSU Office in Dnipropetrovsk region carried out the operation jointly with the National Police under the supervision of Dnipro Livoberezhnyi District Prosecutor’s Office.

The SSU warns Ukrainians not to use fake COVID-19 tests and certificates.

Counterfeiting COVID test results and vaccination certificates is an offence under the Administrative and the Criminal Codes of Ukraine.
