Odesa region: SSU exposes doctors on large-scale counterfeiting of COVID-19 vaccination certificates

In Odesa region, the SSU uncovered local doctors counterfeiting COVID-19 vaccination certificates.

The group included a facilitator who searched for ‘clients’, a nurse who kept a log of  ‘vaccinated’ individuals and filled in documents and a doctor who entered false data into the information system of the National Health Service (NHS) of Ukraine.

Over the last 6 months, the fraudsters issued at least 100 fake COVID-19 certificates visible in the Diia app every month charging UAH 1,000 to 2,000 (USD 38 - 76) per certificate. None of their clients were vaccinated.

A search of suspects’ offices and homes led to the seizure of:

  • documents and medical forms confirming fake vaccinations;
  • computer equipment used for unauthorized access to the NHS information system;
  • mobile devices with messages proving illegal activity;
  • bank cards used to receive payments.

The pre-trial investigation into bribery is ongoing to bring to justice all those involved. The investigators are preparing notice of suspicion.

After identifying the personal data unlawfully entered into the NHS information system, the SSU will apply to revoke the respective certificates.

The SSU Office in Odesa region carried out the operation jointly with the National Police cyber experts under the supervision of Odesa Region Prosecutor’s Office.

The SSU reminds that counterfeiting COVID-19 vaccination certificates is a criminal offence punishable by a fine up to UAH 17,000 (USD 648), arrest for up to six months or restriction of freedom for up to two years.

The use of knowingly fake document falls under Article 358 of the Criminal Code of Ukraine and is punishable by restriction of freedom for up to two years.
