Kyiv region: SSU exposes head of military medical commission who ‘wrote off’ fifty evaders

The SSU and the SBI have collected evidence against the head of a military medical commission of one of the districts in Kyiv region, who is involved in systemic corruption during mobilization.

The official acted as part of a criminal group consisting of at least 5 people. Among them were a chief of unit of a local military enlistment office and his subordinate.

For bribes, the group offered potential recruits their ‘assistance’ in evading military service using counterfeit documents on their ‘poor’ health.

The cost of such ‘services’ reached USD 7,000 per draft evader.

According to the available data, the involved officials ‘processed’ over 50 men who wanted to evade conscription and flee abroad.

To find ‘clients’ and transfer money, they acted with two accomplices - a former military commissar and his son.

The head of the military medical commission herself personally signed certificates of ‘unfitness’ for military service without actual examination.

Then, on the basis of fake medical documents, the military registration and enlistment office officials ‘de-registered’ the evaders.

The commission head has now been notified of suspicion under Articles 332.3 of the CCU (illegal transfer of persons across Ukraine’s state border, committed by an organized group) and 366.2 (forgery).

Earlier, criminal actions of the head of the military registration and enlistment office and two other accomplices were also qualified under Article 332.

The investigation is ongoing.

The offenders are facing up to 9 years in prison with confiscation of property.

The operation was carried out under the procedural supervision of Kyiv City Prosecutor’s Office and the Specialized Defence Prosecutor’s Office of the Central Region.
