SSU uncovers new schemes to fake COVID-19 vaccination

The SSU exposed large-scale fraud related to COVID-19 vaccination data. The law enforcement have identified the doctor who entered false information into the eHealth system, charging UAH 2,500 (USD 95) per person for her services.

The investigation identified a deputy director of a community hospital in Ivano-Frankivsk region as the organizer of the scheme. She assisted the citizens who refused to be vaccinated, but wanted to have a certificate in the Diia app.

The doctor did not vaccinate them. Instead, she illegally entered their personal data into the eHealth system using Medics software as if they had been vaccinated. Unused vaccine was written off.

In a search at the doctor’s office, law enforcement seized computer equipment that was used to enter data into the system, logbook of vaccinated persons as well as other documents confirming illegal activity.

The investigators are preparing a notice of suspicion of the offence falling under Art. 362 of the Criminal Code of Ukraine (unauthorized actions with information processed in computers, automated systems, computer networks or stored on data storage devices, committed by an individual entitled to access it).

Investigation is underway to identify all individuals involved.

After identifying the personal data unlawfully entered into the system, the SSU will apply to revoke the respective certificates.

The SSU Office in Ivano-Frankivsk carried out the operation jointly with the National Police under the supervision of the regional Prosecutor’s Office.

We’d like remind that counterfeiting COVID test results and vaccination certificates and selling them is a criminal offence punishable by a fine up to UAH 17,000, arrest for up to six months or restriction of freedom for up to 2 years. Use of a knowingly false document falls under Art. 358 of the Criminal Code of Ukraine, punishable by restriction of freedom for up to 2 years.
