SBU unmasks embezzlement during construction of training center for Ukrainian Armed Forces

The SBU unmasked embezzlement during the construction of a training center for the officers of Special Operations Forces (SSO). Due to the contractors’ unlawful actions, the building cannot be used appropriately. Moreover, the cost of the construction works amounted to UAH 5.5 million (USD 196,429).

Allegedly, at the end of 2018 the military unit signed a contract with a Zhytomyr construction company. The training center was to be built for conducting tactical, shooting and special drills of SSO servicemen.

SBU employees documented that during the construction of the center the contractor did not comply with the construction and technical regulations established by law and the contract.

According to intelligence, the businessman acted on prior conspiracy with a private technical supervision engineer of construction works. He signed work completion certificates without inspections and verifications of the construction and waterproofing works performed.

As a result, the center was flooded due to the contractor’s non-compliance with the requirements and inappropriate inspection. The experts concluded that the training center is actually unusable.

The technical supervision engineer of construction works was served a suspicion notice of official negligence, which caused grave consequences.

Within the criminal proceedings initiated upon misappropriation, embezzlement or conversion of property by malversation and official negligence, which caused grave consequences, investigative actions are underway to prosecute the officials of the construction company-contractor.

The operation was carried out by the SBU Office in Zhytomyr region jointly with investigators of the Main Department of the National Police in Zhytomyr region under the supervision of the Zhytomyr Region Prosecutor's Office.
